HEC Attestation Procedure
HEC has introduced online receipt of attestation fee through 1-link with effect from 5th August, 2023. Applicants will have to first pay the attestation fee online through 1-link and verify the payment in their profile. After verification of payment, the option of download application form will be enabled on applicants’ profile.
Urgent Appointment Slots
Slots for urgent walk-in mode at Islamabad Center. To accommodate urgent cases, we will be opening a slots for urgent mode daily for the next working day. Therefore, applicants are advised to check slots daily for next day appointment. Applicants are also advised to visit personally as appointments booked through authorized person (other than blood relatives) is discouraged by HEC.
HEC has recently introduced a complete paperless system for issuance of Equivalence Letters through “eservices.hec.gov.pk”. The new Equivalence Letters are system-generated, hence do not require attestation.
Notice: All applicants are requested to apply for “degree attestation” at web link https://eservices.hec.gov.pk with effect from 18th December, 2020. The degree attestation service will not be available at web link http://www.eportal.hec.gov.pk from said date. Old applicants will use same username and password of “eportal” for log-in at “eservices
Procedure for Online Attestation
The Higher Education Commission (HEC) has introduced new Degree Attestation System (DAS) w.e.f. 29th May, 2017 wherein all applicants have to apply online for degree attestation by creating their accounts on HEC web link https://eservices.hec.gov.pk and complete their profile.
After completion of online Application, applicants are required to submit their application for initial examination. If provisional/initial scrutiny of application has successful, applicants will be informed by HEC via SMS and email to:
Schedule their appointment (for walk-in urgent only) according to their convenience and subject to availability of time slots. Applicants will have to first pay the attestation fee online through 1-link and verify the payment in their profile. After verification of payment, the option of download application form will be enabled on applicants’ profile. OR
Send Documents through designated courier service. Applicants will have to first pay the attestation fee online through 1-link and verify the payment in their profile. After verification of payment, the option of download application form will be enabled on applicants’ profilee.
Applications under walk-in urgent mode are attested and returned on same day of scheduled visit. Applications received through courier service are processed on first-come first-serve basis and returned to applicant via courier service. On completion of attestation process at HEC, applicants are informed via SMS and email.
Applicants are required to submit original documents of all previous qualifications (matric onward) and other relevant documents along with a set of photocopies at time of degree attestation.
There are Two Modes
(a) Walk-in Mode (For Urgent Applications only): Under walk-in mode, an applicant can apply for degree attestation by self-submission or can authorise any person to get attestation of his documents on his/her behalf.
(b) Authorised Courier Service Mode (For all normal applications): The applicants living abroad as well as within country may send documents for attestation through designated courier services where the courier company is responsible for attestation and return of documents to applicant. HEC provides facility of sealing of HEC’s attested documents in envelope (for WES/ICAS etc.) on request of applicants. However, it is the responsibility of applicant to get relevant information from evaluating agencies, Universities, etc. about documents required in sealed envelope and apply for attestation accordingly. Attestation fee for each Original document is Rs. 1000/- and for each Photocopy is Rs. 700/-.
Photocopies of degrees and transcripts can only be attested if original documents are already attested by HEC. However, applicant may apply for attestation of original documents as well as of its photocopies in a single application.
Note:
Fake documents(s) presented at HEC, will be confiscated and necessary action will be taken against the fraudulent person(s) as per approved policy/rules/law.
Provision of incomplete/ false information/uploads may cause inconvenience for you at later stage.
Requirements for Attestation
If original documents of an applicant are already attested and now applying for attestation of photocopies of the documents, original attested documents are still required to be sent to HEC
Only transcript (complete/Incomplete) is also attested even if the degree has not been issued subject to the condition that the said transcript/ or a copy of transcript should be verified by the Controller of Examination of the concerned university/degree Awarding Institute (DAI).
In case of incomplete transcript, status of incomplete studies (such as incomplete transcript/degree in progress, etc.) must be reflected on the transcript. Moreover, applicants should also select relevant option of incomplete studies while applying online for degree attestation.
If a transcript is not issued by Examination/Controller’s office of university rather it has been issued by a department/institute/affiliated college, such a transcript must be verified from the Controller of Examination of university concerned
Information on applicant’s academic documents (degree/transcript/provisional certificate etc) must exactly be same Besides, the information must also exactly match with those CNIC/Passport.
For attestation of “Shahadatul Almiya fil Uloomm al Arabia wal Islamia”, please enter particulars of Aama, Khasa, Aaliya and Almiya in the online application form and attach equivalence issued by HEC.
For attestation of “Equivalence Letter” issued by HEC, please present the original Equivalence Letter along with all necessary documents.
HEC does not attest any document having omission, overwritten or erasing on it. In such a case concered University may be contacted for Issuance of revised documents free of omission/overwriting/erasure. Alternatively, a verified copy of document, from Controller of Examination of concerned University/DAI may be provided.
Please read complete procedure for selected method of attestation i.e., Walk-In (urgent applications only) or Courier Service before proceeding for attestation to avoid any inconvenience.
On successful completion of Initial Scrutiny of an application, an email having detailed instructions is sent to the applicants which may be followed before submission of case to HEC for attestation.
For attestation of CPSP Fellowship/Membership certificate (FCPS/MCPS), the said certificate should be verified from Chief Controller of Examinations of CPSP.
HEC attests original documents on the Back Side and photocopies on the Front Side, as per the standard attestation process.
Documents Required for Attestation
Duly filled-in Application Form and Challan Form or Courier Receipts in case attestation is applied through courier service.
A clearly visible copy of valid Computerised National Identity Card or Passport (in case of Foreign National only) is mandatory.
Applicants are required to submit original documents of all previous qualifications (matric onward) and other relevant documents along with a set of photocopies at time of degree attestation. Submission of original degree(s) alongwith transcript(s) from bachelor onward is mandatory.
If an applicant possesses 10 and 12 years qualifications from abroad (other than Matric and Intermediate) then he/she will have to submit an Equivalence Certificate Issued by IBCC.
Submission of Transcript/Result Card with degree is mandatory even if its attestation is not required.
No request for attestation of photocopy will be entertained without attestation of original.
In case of professional degree/diploma, Registration and/or accreditation from relevant professional body.
In case the documents are being presented by a person other than the degree holder, an authority letter for the authorized person from the degree holder along with a copy of CNIC of the authorized person duly attested by Grade-17 and above officer is required.
A set of photocopies of CNIC/Passport and documents that are required to be attested, for HEC record.
If applicant also require attestation of photocopies of documents then two sets of photocopies of educational documents may be provided. Please provide legible photocopies of educational documents to be attested having amply space for pasting of Attestation Ticket and signature & stamp.
Copy of old CNIC with father’s Name / Nikahnama / Marriage Certificate only for those married female where name and father name mentioned on Degree / Transcript do not match with particulars mentioned on CNIC.
Additional documents from case to case basis as and when demanded
In case of a Revised or Duplicate Degree/Transcript, the word Revised/Duplicate must be mentioned on it. If earlier degree(s)/transcript(s) in lieu of which duplicate/revised document is issued, was attested from the HEC, then applicant has to provide/submit an affidavit for loss/revision and issuance of degree by his/her university. In the case of a revised degree, the applicant must present the HEC ticket that is pasted on the already attested documents. If the ticket has been retained by the university, the applicant must provide a letter from the Controller of Examinations confirming that the ticket has been retained by the university
Additional Requirement for MS/M.Phil & PhD Degree
If a degree program of MS/MPhil/Equivalent has been launched by university after 07th November 2013, issuance of NOC by HEC is mandatory. The list showing campus wise detail of NOC is available at web link Updated-list-NOC-Issued.pdf
For attestation of a PhD degree, name of degree holder should be available in PhD Country Directory (PCD).
